Kosovo Security Force (KSF) members took part in a March 5 ceremony celebrating the terrorist group which fought the Serbian army and police, as well as unarmed civilians, in the 1990s. NATO Secretary General Anders Fogh Rasmussen believes Russia should resume negotiations about the Conventional Armed Forces in Europe Treaty. Where does Rasmussen want Russia to be? He wants Russia to execute the agreement, which was never put in effect because of NATO members’ unwillingness to ratify it.
